when he touches it, he realizes that it can be used to temporarily enable another person (weed or flock only) to speak and understand his native bird language for up to two hours, bypassing things like 'doesn't have the right mouth anatomy to do so.' all he has to do is concentrate on wanting them to understand him, and then passing the feather to them.
it can be used twice, after which it will just be an inert feather. a pretty one, though!
if he tries to call Teleute or Hope after that, their cube cannot be reached: they are gone from the pasture.]
